Why?

I've heard and i've read... god will punish those who commit sin.

I've also heard, things happen and will happen the way god wants to happen.

If both are true, they both are absolutely contradictory statements.
Which is true?
Will god punish those sinners?
If god wanted these ppl to become sinners why should he punish them?

WHY?
